This session explores the issues of regional and local autonomy at a time when the central government’s role has expanded—both in regulation and in funding decentralized functions. This trend has been essential in tackling recent national emergencies (e.g., Covid-19, energy crisis) and continues today. Research such as the 2024/25 Report from the Fondazione per la Sussidiarietà on Subsidiarity and Territorial Welfare highlights the need to improve coordination between various levels of government, aiming for more efficient and effective public action. This must be managed in close cooperation with the Third Sector, which brings unique knowledge of local needs and innovative approaches.
