The culture of force puts democratic institutions under pressure, while wars, now normalized, redraw borders and alliances. Western powers seem to have been left voiceless, marginalized by authoritarian impulses and at the mercy of colossal technological powers. But the democratic tradition still has a path to offer in a time of disorder.
