Guido Castelli

Born in Siena and residing in Ascoli Piceno, he is a cassation lawyer, married to Anna Saveria Capriotti. After completing classical studies at the “Francesco Stabili” High School in Ascoli Piceno, he graduated with honors in Law from the University of Macerata. He has collaborated with the journals Diritto del Lavoro nelle Marche and Toga Picena, and writes for Huffington Post and In Terris. He is the author of publications on political and regional topics, including Un posto da vivere (2023) and Mediae Terrae (2024).
Throughout his political career, he has been affiliated with the Italian Social Movement, National Alliance, People of Freedom, and Forza Italia, later joining Brothers of Italy (Fratelli d’Italia).
He was a member of the Foundation of the Cassa di Risparmio di Ascoli Piceno from 1997 to 2017 and has held numerous institutional roles: member of the Faculty Council of Law at Macerata (1987), city councilor in Offida (1990–2000) and Force (1997–2000), provincial councilor of Ascoli Piceno (1995–2000), and member of the Board of the Consortium for the Industrialization of the Tronto, Aso, and Tesino valleys (1998–2000). He served as Regional Councilor of Marche (2000–2009) and Mayor of Ascoli Piceno (2009–2019).
He chaired the Culture and Budget Commissions of the Province of Ascoli and was Vice President of the Budget Commission of the Marche Region as well as Secretary of the Presidency Office of the Regional Council. Since 2013, he has been the national delegate for local finance at ANCI and President of the IFEL Foundation; since 2014, he is a member of the Permanent Conference for Coordination of Public Finance at the Presidency of the Council of Ministers. He has also been a member of Cittalia, Tecla, AMAT, Urban@it, and the National Observatory on the Use of ADR Services.
He served as Regional Assessor of Marche (2020–2022) with responsibilities for Budget and Reconstruction. In 2021, he was appointed to the Steering Committee for the recovery of territories affected by the 2016 earthquake and became a member of the European Committee of the Regions. Elected Senator of the Republic in 2022, on January 3, 2023, he was appointed Extraordinary Government Commissioner for the post-2016 earthquake reconstruction, succeeding Giovanni Legnini.
