Giovanni Mulazzani

Giovanni Mulazzani, born in Bologna in 1987, is an Associate Professor of Administrative and Public Law at the Department of Legal Studies of the University of Bologna, qualified for the role of Second-Level (Associate) Professor in Administrative Law. He graduated in Law from the University of Bologna and obtained a PhD in Legal Studies with a dissertation on public–private partnerships and horizontal subsidiarity.
From 2022 to 2025, he served as a Type B Fixed-Term Researcher at the same department. His research focuses on public economic law, public companies, local public services, public procurement, horizontal subsidiarity, anti-corruption, and transparency. He participates in national and international research projects, including studies on the public value of enterprising communities and the role of the third sector in supporting public policies.
He collaborates with public bodies such as ATER-SIR – the Territorial Agency of Emilia-Romagna for Water and Waste Services, particularly in the governance of integrated water services. Since 2016, he has been a member of the editorial board of MVNUS – Journal of Public Services Law and teaches in university master’s programs and training courses for universities, public administrations, and private entities.
He enriched his international experience as a Visiting Scholar at the Chair “Mutations de l’Action publique et du Droit Public” at Sciences Po in Paris (October–December 2017) Since 2025, he has been Associate Professor of Administrative and Public Law at the University of Bologna (Department of Legal Sciences).
