Enzo Moavero Milanesi

President of UNIDROIT (International Institute for the Unification of Private Law). Professor of European Union Law at Luiss Guido Carli University (Rome), Faculty of Law, and co-director of the Master’s programmes in European Law and Policies and Food Law. In 2014, he founded the Luiss School of Law, serving as its director until 2020. Professor at the College of Europe (Bruges, Belgium).

He has served as a minister in three different Italian governments: from 2018 to 2019, as Minister for Foreign Affairs and International Cooperation; and from 2011 to 2014, on two occasions, as Minister for European Affairs. He chaired the Interministerial Committee for European Affairs (CIAE).
In 2018, he served as Chair of the Organisation for Security and Co-operation in Europe (OSCE). In 2019, he led the Italian chairmanship of the Central European Initiative (InCE).
From 2006 to 2011, he served at the Court of Justice of the European Union (Luxembourg) as a judge and President of a Chamber of the General Court.

He worked for around twenty years at the European Commission (Brussels), having joined following a public competition. Throughout his career, he has held various posts, including Deputy Secretary-General of the Commission; Director-General of the Bureau of European Policy Advisers (BEPA); Director of ‘Antitrust Services’. Subsequently, he served as Special Adviser to the European Commissioner for the ‘Internal Market’ (2014); and to the First Vice-President, on matters relating to ‘Better Regulation’ and the ‘Rule of Law’ (2015–2017).

Following the 2013 Italian general election, he was appointed by the President of the Republic to the group of experts, known as the ‘Ten Wise Men’, tasked with identifying institutional and economic reforms that could serve as a reference for the new government’s actions. In 2016, he chaired the Committee of Experts established by the President of the Chamber of Deputies to draft a report on the future prospects of the European Union.Between 1993 and 1994, he served as Adviser to the Prime Minister on European affairs and the privatisation of public enterprises. Furthermore, during the Ciampi government, he was a member of the Committee of Experts on the government’s programme.

He is the author of books and numerous academic publications on legal and economic topics. He writes regularly for the daily newspaper Corriere della Sera. Other affiliations: Co-editor of the journal La Comunità Internazionale; Scientific Council of the Istituto dell’Enciclopedia Italiana (Treccani); Scientific Council of the Global Competition Law Centre (GCLC).
