Garofoli Roberto

Roberto Garofoli, born in Taranto in 1966, is an Italian magistrate and politician. He graduated in law from the University of Bari and entered the judiciary in 1994. He practised as a criminal and civil judge at the courts of Taranto and Trani until 1999, also dealing with trials against the mafia, and as a judge at the Regional Administrative Court of Puglia in 1999. In the same year, he became a magistrate of the Council of State, ranking first in the competition.
Since 2000, he has been section president of the Council of State and co-director of Treccani Giuridica. He has taught at LUISS University in Rome. He has held important positions in government: head of the Legislative Office of the Ministry of Foreign Affairs in the second Prodi government, chief of staff of the Minister of Simplification and Public Administration in the Monti government, secretary general of the Presidency of the Council of Ministers in the Letta government and chief of staff of the Ministry of Economy and Finance in the Renzi, Gentiloni and first Conte governments. During the Renzi and Gentiloni governments, he held this position with Minister Pier Carlo Padoan, waiving any allowance. From 13 February 2021 to 22 October 2022, he was Undersecretary of State to the Presidency of the Council of Ministers in the Draghi government, with the functions of Secretary of the Council.
He chaired or coordinated commissions set up by Prime Ministers Letta and Monti to develop measures to combat crime (including financial crime) and to promote transparency and the fight against corruption. He participated in the commission set up by the government within the Council of State to draft the Code of Administrative Procedure. He is the author of numerous works and collections on legal and economic topics, including manuals, codes, monographs and articles on administrative and criminal law, in which he addresses issues such as public procurement, administrative justice, the fight against corruption and corporate crime.
