Antonini Luca

Luca Antonini (Gallarate, 27 May 1963) is an Italian jurist and currently Vice-President of the Constitutional Court. He graduated in Law from the University of Milan in 1988. Since 2001, he has been a full professor of Constitutional Law at the Faculty of Law of the University of Padua. He is also a lawyer and is qualified to practise before the Court of Cassation. His professional career has been marked by important positions, especially in the field of fiscal federalism. He was President of the Joint Technical Commission for the Implementation of Fiscal Federalism (Copaff) and is considered the ‘father of fiscal federalism’. He made a significant contribution to the drafting of Delegated Law No. 42 of 2009 and the eight legislative decrees issued during the 16th legislature. He has served as an advisor to the government and parliament on federalism, and has been a tax expert at Secit, legal advisor to the Ministry of Economy and Finance, and a member of various commissions and scientific councils, including the High Commission for the Study of Fiscal Federalism (Acoff) and the scientific committee of Confindustria. On 26 July 2018, Luca Antonini was elected judge of the Constitutional Court by Parliament in joint session, with 685 votes out of 800 voters. On 21 January 2025, he was appointed Vice-President of the Constitutional Court by the newly elected President Giovanni Amoroso, together with Judge Viganò. In 2018, he was awarded the title of Knight Grand Cross of the Order of Merit of the Italian Republic. His publications include ‘Federalismo all’italiana’ (Italian-style federalism) (2013) and ‘Dovere tributario, interesse fiscale e diritti costituzionali’ (Tax liability, fiscal interest and constitutional rights) (1996).
