Rossotto Carlo

Carlo Maria Rossotto is Director of International Cooperation at Cassa Depositi e Prestiti (CDP), where he oversees all development finance operations, reporting directly to the Chief Executive Officer. In this role, he defines and implements CDP’s global development finance strategy, mobilising capital on a large scale for strategic initiatives in the infrastructure and private sector development sectors, in line with Italy’s Mattei Plan and the European Union’s Global Gateway agenda.

With over 25 years’ international experience in development finance and investment banking, Carlo has created and led complex financing platforms in Africa, Latin America, Europe, the Middle East and Central Asia. He has extensive experience in structuring sovereign and sub-sovereign financing, corporate transactions, blended finance solutions and public-private partnerships, operating at the intersection between governments, multilateral institutions, sovereign wealth funds, development finance institutions and leading global investors.

Throughout his career at the World Bank Group, including as Global Lead at the International Finance Corporation (IFC), he has originated and executed high-impact transactions across multiple sectors and geographical areas. He has worked closely with ministers of finance, economy and infrastructure, as well as with chief executives and boards of directors of major companies, and is recognised for his ability to operate in complex political and regulatory contexts, design sophisticated financial structures and mobilise institutional capital for transformative projects in emerging markets.

Carlo combines in-depth expertise in financial transactions with high-level dialogue on public policy and stakeholder management, establishing himself as a high-profile executive active at the very highest levels of global finance and engagement with the public sector.
