Massimo Luciani

Massimo Luciani (Rome, 23 July 1952) is an Italian legal scholar, academic and lawyer, and has been a judge at the Constitutional Court since 2025. He graduated with honours in Law from the University of Rome “La Sapienza” in 1975, having written a thesis on constitutional law. Following his initial posts as a university assistant, he carried out research and taught at the Naval University Institute of Naples, the University of Perugia and the University of Pavia. From 1990, he was a full professor of Constitutional Law and, subsequently, of Public Law Institutions at “La Sapienza” University, where he became professor emeritus.

He also practised as a barrister at the Rome Bar and is the author of over 450 academic publications. He has held numerous institutional and academic posts: President of the Pisa Group Association for the Study of Constitutional Justice (2008–2010), President of the Italian Association of Constitutionalists (2015–2018), member of the Governing Council of the Bank of Italy, and member of various government commissions on constitutional and judicial reforms. Since 2021, he has been a corresponding member of the Accademia Nazionale dei Lincei.

On 13 February 2025, he was elected a judge of the Constitutional Court of the Italian Republic by Parliament sitting in joint session. He currently serves as a constitutional judge and continues his academic and cultural work as one of Italy’s leading scholars of public law.
