Jasinski Michele Romeo

is the National Focal Point for the campaign “The Future Has a Long History, Let’s Protect It” of the Italian Red Cross. He studied Political Science with a focus on International Politics at the “Cesare Alfieri” University in Florence, writing his thesis on “Military Applications of Biotechnology and Humanitarian Law,” and earned a master’s degree in Marketing and Management of Healthcare Organizations.

Since 2000, he has been a volunteer with the Italian Red Cross, focusing on spreading International Humanitarian Law (IHL) as an IHL Instructor (2004) and Qualified Advisor (2005). Since 2013, he has held the rank of Captain Commissioner in the Red Cross Volunteer Military Corps (CMV CRI) as an officer on leave.

Since 2009, he has served as Legal Advisor for the Italian Armed Forces (X Course C.G. – CASD), with extensive teaching experience in Italy on military courses (OBOS, SIAO…). In 2018, he participated in a training project of the Italian Red Cross in Lebanon for UNIFIL West Sector contingents (Lebanese, Italian, Korean, Chinese, Malian armed forces…).

He collaborates with the Ministry of the Interior – Fire Brigade Command in the training of Technical Assistance and Support Teams (TAST) under the European Civil Protection Mechanism, focusing on International Law in public relief and disaster response, as well as the legal status of personnel deployed abroad.

Since 2023, he has contributed to drafting the “Military Manual on International Law Applicable to the Italian Armed Forces,” specifically chapters 6 (“Specific Protection of Certain Civilian Objects”) and 16 (“Operations in Outer Space”).

His dissemination of IHL focuses on combat means and methods (new weapons, urban and air warfare), protection of cultural heritage in modern armed conflicts, rules of war in World War I (e.g., chemical weapons), the neutrality of medical officers, the role of the Combat Life Saver in modern warfare, the legal status of Italian Armed Forces personnel on overseas operations, and the evolution of hybrid and multidimensional conflicts.

He is a member of the Italian Red Cross National Commission on International Law, National Focal Point for the four-year Cultural Heritage campaign “The Future Has a Long History: Let’s Protect It,” a member of the Executive Board of Blue Shield Italy (part of Blue Shield International), the Italian group of the International Society for Military Law and the Law of War, and the “Insigniti OMRI” Foundation.

Professionally, he is an executive in a multinational company in the medical technologies sector.
