Squitieri Felice

An architect with over thirty-five years’ professional and institutional experience, he has developed a highly specialised profile in the fields of architecture, urban regeneration, the enhancement of public heritage, the environment, infrastructure and the technical and administrative management of complex programmes.

Throughout his career, he has worked closely with public administrations, local authorities, institutional bodies and implementing organisations, developing extensive experience in the planning, evaluation, coordination and implementation of public projects. He is a member of the Technical Commission for EIA and SEA at the Ministry of the Environment and Energy Security.

A significant part of his professional career has been dedicated to quality and standards within the construction sector. As Secretary-General of ATECAP and Italian representative to ERMCO – the European Ready-Mixed Concrete Organisation – he has participated in European technical working groups focusing on the quality and durability of materials and the evolution of sector-specific regulations, monitoring the processes for updating European EN standards and Italian UNI standards. During those years, he promoted initiatives aimed at improving production standards, ensuring the traceability of materials and strengthening control systems, including the “CLS di Qualità” project, and served on the Executive Board of the ICMQ – Institute for Certification and Quality Marks – during the development and roll-out of certification schemes within the construction sector.

He also collaborated with the Faculty of Engineering at UniNettuno University in Rome, within the Chair of Administrative Law and Urban Planning held by Prof. Fabio Giuseppe Angelini, and was a member of the ISPLex Research Centre – Centre for Research on Public Administration, Infrastructure and Public Services – in his capacity as an expert in green building and sustainability policies. His research has explored the relationship between public administration, infrastructure, public services, sustainability and innovation in territorial and urban processes, with a specific focus on the technical and legal aspects of public and social housing, the enhancement of public property assets, urban regeneration and new models of living.
His experience also includes prominent roles in the fields of public procurement, technical standardisation and procedures relating to the implementation of works and programmes of strategic interest.

In June 2026, he was appointed, by Decree of the President of the Council of Ministers, as Special Commissioner for the assessment of needs and the programme of measures concerning public and social housing, as part of the National Housing Plan.

In this role, he is responsible for providing guidance and coordination aimed at the timely implementation of public and social housing projects, the regeneration and enhancement of public housing stock, and the coordination between central government, local authorities and implementing bodies. His role forms part of one of the main national policies dedicated to housing, with the aim of contributing to the development of a new era of public policies for housing, urban regeneration and social cohesion.
