Carozza Paolo

Paolo G. Carozza is Director of the Kellogg Institute for International Studies and Professor of Law and Concurrent Professor of Political Science at the University of Notre Dame. He joined the faculty in 1996. His core expertise is in comparative constitutional law, international law and human rights, European and Latin American legal traditions, law and human development, and global freedom of expression.
At Notre Dame, he directed the Kellogg Institute from 2012 to 2022 and was previously Associate Dean and Director of the Center for Civil and Human Rights.
Carozza has held and still holds important positions in international and advisory bodies. He is a member of Meta’s Oversight Board and was a member for the United States of the European Commission for Democracy through Law (Venice Commission) from 2019 to 2024. From 2019 to 2020, he was a member of the US State Department’s Commission on Unalienable Rights. From 2006 to 2010, he was a member of the Inter-American Commission on Human Rights, serving as its Chairman from 2008 to 2009. For his service to the Inter-American human rights system, he was honoured by Chile in 2009.
In 2016, Pope Francis named him an Academician of the Pontifical Academy of Social Sciences. He has received doctorates honoris causae from universities in Hungary and California and awards from the University of Notre Dame for his work and service, including the Reinhold Niebuhr Award for Social Justice and the Notre Dame Faculty Award.
He received his AB and JD from Harvard University and also studied at Cambridge University.
He is co-author of the book Constitutional Justice in Italy in Global Context (Oxford University Press 2015, 2016) and has published widely on various topics.
