Balsamo Antonio

Antonio Balsamo is Deputy Prosecutor General of the Court of Cassation.
He is also Judge on the Roster of International Judges of Kosovo Specialist Chambers, where he served as Judge of the Specialist Chamber of the Constitutional Court who, by the judgment of 28 June 2017, made the judgment of constitutionality of the Rules of Procedure and Evidence.
He is a contract professor of Criminal Law at the Law School of LUMSA (Free University of the Maria Santissima Assunta), headquartered in Palermo.
He has been in the judiciary since 1991. His first assignment was the Magistrate of Palermo. From 1995 to 2008 he was the judge of the Palermo Tribunal, where he dealt with – moreover – the first-debate concluded with the acquittal of Senator Giulio Andreotti, the trial for the murder of the Judicial Chronicler of the Giornale di Sicilia Mario French, the “great deed” process by Provenzano Bernardo and others.
From December 2007 to September 2011 served as a court judge for the Court of Cassation.
From September 2011 to March 2016 he served as President of the Section I of the Court of Assise and the Prevention Measures Section at the Caltanissetta court where he dealt with and defined at first instance the new processes (“Capaci bis” and “Borsellino Quater “) on the massacre of Capaci and on the massacre of Via D’Amelio, where the judges Giovanni Falcone and Paolo Borsellino were killed.
He has been the President of the Human Rights Review Panel of EULEX Kosovo from May 2010 to May 2012.
He was included in the list of seven potential members of the European Anti-Fraud Office (OLAF)’s Supervisory Committee with Decision 2016/1201 / EU, Euratom of the European Parliament, the Council and the Commission of 13 July 2016 .
He has been part of the Ministerial Commission for the Reform of the Criminal Code, the Ministerial Commission to draft a proposal for action on organized crime, the Regional Scientific Council of the ISISC (International Institute of Criminal Sciences), the Scientific Committee of the CSM.
He has been an advisor to the International Organization for Migration (IOM) under the project Supporting Turkey’s efforts to combat human trafficking. He has held various conferences and conferences in various European Union countries (Cambridge, Oxford, Vienna, Budapest, Brussels, Strasbourg, Toulouse) and other states (Egypt, Moldova, Montenegro), and has held various positions in An expert in European initiatives and projects in Albania, Bulgaria and Macedonia.
He is the author or co-author of numerous publications on criminal law and criminal procedure, international criminal law, humanitarian law, transnational crime, human rights protection, including the volume European Law and Italian Criminal Proceedings (edited by Balsamo and Kostoris, Giappichelli , 2008).
