Ms, Carmen Velasco is a Spanish Public Notary and mediator. After being awarded a Law Degree by the University of Seville (Spain) in 1997, she was appointed as Public Notary in 2002 and since 2005 up to date she holds that office in the city of Bilbao, located in the Basque Country (Spain).

She is specialized in conflict resolution, specially through mediation, among other Alternative Dispute Resolution methods, and also in mercantile, family and criminal issues.

Ms. Velasco is a member of the governing body of the Signum Foundation and of the mediation panel of its Conflict Resolution Court. She has a wide experience as mediator trainer and also in the implementation of intrajudicial mediation projects in close collaboration with Madrid and Basque Country tribunals and courts.
